Human Resources Specialist

Position Summary  (Primary Function)

Under general supervision, serves as administrator to the District’s human resources management by providing technical and administrative support, performing employee benefit administration, hire and termination regulatory processing, worker’s compensation claims, and maintenance of personnel files, and other human resources related functions. The Human Resources Specialist will work with prospective, current and sometimes former employees, guiding them through the processes and policies of working for the Airport District.

Responsibilities  (Essential Functions)

  • Processes benefit enrollment for eligible employees to include medical, dental, deferred compensation, and life insurance plans
  • Provides new employees with a comprehensive benefit presentation on the first day of hire during the Orientation Session
  • Assists employees with benefit questions and processing of claims
  • Contacts benefit providers to clarify information, solve problems, and order supplies 
  • Provides insurance carriers with updates regarding changes such termination, address, and changes in coverage
  • Manages recruitment as a direct contact for hiring managers through prescreening of candidates and determining which candidates are eligible for consideration as applicants
  • Schedules and participates in interviewing and decision making for employment offers
  • Handles on-boarding of new hires in a variety of ways to include: Conduct reference checks, background checks, schedules physical and/or other hire tests
  • Sends confirmation letter and other required notification letters such as COBRA rights
  • Processes hire paperwork
  • Schedules appointments for first day orientation
  • Schedules exit interview with employee to review benefits, termination and/or continuation options.
  • Processes paperwork for terminated employees to include life insurance

    continuation/conversion, COBRA notification, retirement information.

  • Completes annual EEO report, Vet-100 Report, OSHA 300 report

  • Participates in salary surveys

  • Administers the performance management system

  • Communicate Airport District policies to management and employees

  • Provide customer service support to internal customers

  • Organizes employee events to include communication with the District team and outside vendors/resources

  • Performs as an advisor to management team and employees in the absence of the HR Director

  • Recommends improvements in employee programs

  • Assists HR Department and all District departments in achievement of strategic goals through support of personnel requirements

  • Organizes, files and keeps up-to-date information on file

  • Attend conferences and seminars to keep up with new laws and regulations in fields of responsibility

  • Other duties as required

Education Requirements  (Evaluation Factors: Skills, Education, Experience, Ability)

  • Requires a Bachelor’s degree in one of the following: Business, Human Resource Management or a related field.

Experience Requirements

  • Minimum of five years professional experience in Human Resources
  • Direct experience with the South Carolina Employees Insurance plan is preferred

Special Knowledge, Skills, and Abilities

  • Manage multiple and diverse activities and projects
  • Must be extremely organized with a high degree of attention to detail
  • Read and interpret detailed information (i.e. insurance plans)
  • Communicate effectively both orally and in writing
  • Develop and implement policies and procedures
  • Proficiency in the use of a personal computer is necessary, including skills in Microsoft Office products

Licenses Required

  • Valid South Carolina Driver’s License

Certifications Required

  • PHR or SHRM-CP (Professional in Human Resource) preferred

Latitude/Independent Judgment/Accuracy

  • Diligence must be exercised when handling confidential information.
  • Reasonable care for equipment/process will prevent injury/damage.
  • Responsible for own work, but must coordinate work with others.

Working Conditions

  • Job is performed in an office setting.
  • Requires frequent bending, twisting, stooping or turning.  Occasional lifting up to 50 pounds is necessary.
  • Must be able to operate a computer keyboard.
  • Must be able to drive to various locations on and off airport premises.

Other Requirements

  • Must be able to pass a pre-employment background check and drug screening.
